LEGAL STATUS
 

St. Linus University (SLU) is a virtual academic entity duly registered with the Companies and Intellectual Property Office (CIPO) of the Commonwealth of Dominica under Business Registration No. 14724. As a globally accessible, non-domicile institution, SLU operates without a physical campus or enrolled students in Dominica. RECOGNITION AND ACCREDITATION
 

St. Linus University (SLU) does not claim accreditation or formal recognition by the Ministry of Education of the Commonwealth of Dominica, nor by any national or international academic authority. It does not hold governmental approval as an educational institution, nor is it registered with regulatory or professional bodies for the issuance of recognized academic qualifications. Its programs are not submitted for official academic validation within Dominica or other jurisdictions unless formally evaluated by external third parties. However, SLU may offer degree programs under its corporate registration with the Companies and Intellectual Property Office (CIPO), pursuant to the legal framework established by the International Business Companies Act, as commenced by SRO No. 65 of 1996. As an IBC, SLU is permitted to operate internationally as a virtual academic entity, provided it does not conduct regulated activities or serve residents of Dominica. This registration provides a lawful foundation for SLU’s non-domicile operations and supports its issuance of credentials intended for private, professional, or lifelong learning purposes, without implying academic endorsement or equivalency.

SCOPE OF DEGREE ISSUANCE
 

Any degree, diploma, certificate, or academic designation issued by SLU:

  • Is strictly nominal in nature, intended for non-formal personal enrichment, private credentialing, or independent professional use outside regulated academic or professional frameworks.

  • Does not confer eligibility for professional licensure, public sector employment, graduate studies, or academic equivalency unless specifically evaluated and validated by a competent authority.

  • May not be accepted by employers, educational institutions, governments, or professional bodies without formal recognition through external qualification assessment or legalization procedures.

 

JURISDICTIONAL LIMITATIONS
 

SLU’s offerings are exclusively accessible to non-residents of the Commonwealth of Dominica. The university does not operate within Dominica and its educational services are not available to Dominican citizens or residents. The use of the term “University” is aligned with Dominica’s company registration policies, but it does not imply academic status, Ministry of Education approval, or any form of regulated institutional status under Dominica’s Accreditation Act, No. 8 of 2006.

TRANSPARENCY STATEMENT
 

SLU is committed to full transparency. This disclaimer is issued to provide clear and accurate information about the legal status, operational scope, and limitations of its virtual academic services. SLU does not misrepresent its registration as academic recognition, and all recipients of its credentials are advised to exercise due diligence before using them for formal or public purposes.

As per École Supérieure Universitaire St. Linus (ESUSL)® institutional declaration, it is a non-profit private institution legally registered under France’s Association Loi 1901. Aside from this lawful registration, ESUSL® has not sought accreditation by the French Ministry of Education, holds no affiliation with any Rectorat, is not listed in the Répertoire National des Certifications Professionnelles (RNCP), does not conduct Validation des Acquis de l’Expérience (VAE) under state supervision, lacks authorization to confer any nationally recognized degrees, and does not enroll students residing in France. ESUSL® does not use or confer regulated academic titles protected by French law—such as Licence, Master, or Doctorat—as it operates hors contrat and entirely outside the framework of national academic regulation. Operating exclusively under the freedoms granted by the Law of 1 July 1901 and the provisions of Articles L.444-1 to L.444-11 and R.444-1 to R.444-28 of the French Education Code, ESUSL® lawfully offers independently developed academic programs to an international audience. These programs are not intended to substitute or compete with diplômes nationaux and are clearly positioned as non-accredited private certifications. Each certificate is issued with the following disclaimer: “This certificate is issued by ESUSL®, a non-profit association under French Law (1901). It is not recognized by the French government and does not confer any nationally accredited degree or qualification.”

CORPORATE CHARTER

St. Linus University (SLU) operates as a purely virtual academic entity under the legal framework of the Commonwealth of Dominica. Its international activities are supported by its corporate charter and governed by the International Business Companies Act, as commenced by SRO No. 65 of 1996. As an IBC, SLU is not required to obtain specific educational licenses, provided it does not conduct regulated activities or serve residents of Dominica.

PRIVACY POLICY 

Section 112 of the International Business Companies Act 1996 establishes strict confidentiality obligations for officers, auditors, and official liquidators of Dominica-registered companies. Disclosure of company-related information is prohibited unless ordered by a court upon application by the Attorney General, and only in connection with activities deemed criminal under the laws of Dominica. In light of global cybersecurity risks and the potential for internet-based fraud, we reserve the right to decline or selectively provide services at our discretion. Furthermore, Dominica’s data protection and privacy laws prohibit us from responding to inquiries that may be incriminatory or expose the institution to undue legal or reputational harm.

DEGREE CERTIFICATE APOSTILLE

St. Linus University is registered as a non-domiciled institution of higher learning and education in the Commonwealth of Dominica which is a signatory member of the Hague Apostille Convension: "12: Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents." 

 

All degree certificates of SLU may be apostilled. A degree certificate apostille is a crucial part of the legalization process for HCCH Member Countries. While an apostille confirms that the document was lawfully issued under the laws of the Commonwealth of Dominica, it does not imply academic recognition or government accreditation. Apostilled SLU credentials may be presented for private, international use, subject to acceptance by third-party institutions, evaluators, or regulatory authorities. 

NON-DISCRIMINATION NOTICE

 

Our nondiscrimination policy includes, but not limited to, race, religion, national origin, color, sex, age, or disability. St. Linus University supports the General Conference of UNESCO in Paris, dated November 14 to December  15, 1960, at its 11th session, "Recalling that the Universal Declaration of Human Rights asserts the principle of non-discrimination and proclaims that every person has the right to education."
